ignore the cpu usage. if you still have fps drops and lags, that is the problem you should concentrate on and ask questions about.

in that case my recommedation remains the same: use a 64 bit linux (e.g. debian, not centos) and install an optimzed kernel (e.g. from my howto, there are now also precompiled kernels for debian created by terrorkarotte linked at the bottom of the howto).

32bit code isn't emulated. The 32bit code use in Long Mode the Compatibility mode of your CPU. Why do you think 32bit code is emulated in Long Mode?

You need 32bit code and kernel stubs to do translation aka emulation of 32bit syscalls back to 32bit. A 32bit binary cannot call a 64bit syscall. If that were the case then you wouldn't need i386/i686 glibc on a x86_64 linux machine. Long Mode + Compatibility Mode gives 32bit/IA32 binaries the ability to run in a 64bit environment aka compatibility mode, but the OS needs to support it. If they aren't emulated at all, remove CONFIG_IA32_EMULATION from linux's kernel config and try running a 32bit binary.

Get used to high CPU usage; The new engine sucks up more and more compared to the old one. You're not going to be able to do anything about it unless you complain to VALVe.

srcds and hlds does it work 64 bit ?

They will work on 64bit. However, the binaries are still 32bit, so I don't think you'll see any benefit, really.
