Hi, I have a dedicated server running game servers primarily CS:S and HL2 MP + Mods (hidden source).
Intel Atom CPU D510 @ 1.6 GHz. 2 cores, hyper threaded.
Debian 5 x64
2 GB RAM
500 GB HDD
100 mbit line.

You might be able to get a 20-24 slots per core on there. Atoms are really meant for Laptops and Netbooks, not for dedicated servers.

For CSS just switch the server tickrate to 66 and load it full of bots. Calculate the amount of CPU they use, and you can pretty much expect to get roughly double the players in for that amount of CPU currently used by the bots.

that server can handle 160 bots? I can't believe that. At least real bots (the one from CSS - not stupid and not working bots e.g. from hidden) will easily bring big cpus (Q8550 [edit: Q9550 was meant here] or even better ones) to their limits much earlier.
bots are no way of testing a server. cpu load of bots is usually much higher (unless you switch off or don't have the bot AI - then it's probably lower) than with real players. on the other hand they don't use the net engine (which can be partially switched on using the sv_stressbots command).

I had 2 servers running 40 bots each, doubled would equal roughly 160 players. I seriously doubt it could handle that many either, if I manage over 50 I am happy.

Also, did you join the game with the bots to see how well it played?
