help with gmod server

ok i tried to follow the directions on this but my issue is the srcds.exe will not start
i click it and nothing happens

Server info:
Server - Dell poweredge 2950-3
OS - windows server 2003 enterprize
cpu - X2 intel core 2 quad @ 3.14ghz
ram - 12gb
hdd - 1 tb
ISP - T-3 fiber optic

ok i think i fixed it. i overlooked the command line stuff..
it starts but i cant see it in the list steam now

also if at all possible i need a server.cfg for gmod spacbuild using wire etc.
