Can i run a reliable server with this setup?

Hey Guys,

so im trying to run a cs:source dedicated server

My Specs:
3.2 quad core
4gb ram
windows xp
31mb download
10mb upload

what do you guys think? can i run a reliable no lag server? how many players can it handle etc etc?

Per slot 20-30kb/s upload if you run normal (12-16 slots)
30-50kb/s per slots upload if you run large servers with 20+ slots

So the bandwidth usage depends n the slots and the sv_maxrate

im trying to run a 24-32 player server

so what should my sv_maxrate be? right now its currently set to 1800 for a 32 slots server
