Gmod server problems?

Ok, I have my server up and running everything works. I started my server and a few random people joined it. Then, my friend got on and for some reason he cant join it says that the server is not responding. why can some people connect and some cant?

He needs to connect via your external IP address: http://whatismyip.org/
