Router PLEASE HELP!!!!

I got a problem with my router...

i wanna open ports but he don't let me :S

i even tryed a program then can see if youre ports are open it said port closed

i got modem upc
and router from sweex 300n wireless router

when i stop the router, and only have modem it works.

i got 2 pc 1 i wanna host on and one i wanna play on

please help me showing how to open my router ports

( i play css ) ( wanna host css server ) ( when i host i can't play :S connect failed after 4 retrys ) ( on the same pc )

IS THERE A WAY TO STOP MY ROUTER.......to my routers firewall????? so al ports are open?!!

Did you set up a dedicated IP and then set the open ports to that IP?

what do you mean with dedicated ip?

i did

cmd

ip config

then ip4 somgthing put it in srcds with port 27015

only i can join in lan... my friends from there pc can not juis

please help

i am not so smart with computers so help me out :$

i typed cmd ipconfig

ipv4 192.16.-..-...
subnetmaker 2550-...-...-.
standaardgateway 192.16.-..-.

i got ipv4

C:\srcds\srcds.exe -console -game cstrike -tickrate 66 -ip 192.16.-..-... -port 27015 -maxplayers 30 +map de_dust

it is something with ip or router because when i stop router
just via upc modem then it works ( with a other ip ofcourse )

hlsw sayed only lan
game monitor - my server in't sowing

WHAT IS THE PROBLEM HOW HARD CAN IT BEEEEEE.......???

last year i had a dadicated server
i opened port on my router and it works.

but now i got a other router
