You can host multiple servers on the same IP using different ports using the -port ##### command.
If you want an extra external IP, you would need to contact your ISP. It's generally expensive.

war, if you are hosting out of your home you would need to call up your ISP and ask. However, it's more of a hassle that it's worth.

You can have an allocation of up to five IPs by ARIN regulations if you are running a server - more IPs can be purchased but as mentioned it can get expensive to get netblock allocations - but be warned, before you go out looking for that from your telecom company or whomever provides your internet access for those IP addresses, most consumer-level providers do NOT allow running a server using their service.
You can run a SRCDS or HLDS server using any IP bound to the host machine in the DNS records for your machine, on any unallocated open port. The syntax for this is ./srcds_run -game <game name> -ip xxx.xxx.xxx.xxx -port xxxxx [edit] To expand: If you do not have a server properly provided with DNS then multiple IPs for a machine become very technically difficult to achieve since the internet backbone relies on authorative IP processing. You would have to have your router resolve these multiple IPs provided to a single machine, and the process for this varies greatly from router to router.

That depends entirely on what Firewall and Routers you are using. In the Windows Firewall you just have to add a rule for HL2.exe and SRCDS.exe and then "add port" for port 27105 or whatever port you want to set the server to (it must be 27011 or above though)

The number of IP addresses would depend on who you are hosting with. The server would need to be in a data center.

You need an EXTERNAL ip. You would need to get this from your internet service provider.
