Choke and server.cfg

Hello,

I've been searching for 2 weeks.. for my cs1.6 server!!
My server has a high choke: 100!?!?!! and the pings are high too..
How can i fix this? can anyone give me a good server.cfg?
and a good startupline for 100 tick 1000 fps? really i need it!

Your min and max rates are too close together. Try spacing them apart, such as a minrate of 66, and maxrate of 101.
