tf2 dustbowl cap time change? (also sv rates questions)

Hello, I've just recently got my server to start working correctly. Its a 24/7 dustbowl server, but it takes a lot less time then most other dustbowl servers Ive played in to capture the points. is there a variable I can add to the cfg to change this?Also if anyone would let me know the proper sv rates I should set that would be extremely helpful.
