I don't think Mani can do that but I could be wrong. Try sourcemod or an evenscript addon.

You can set them from here mani_server.cfg:

mani_css_bounty_ct_red 255
mani_css_bounty_ct_green 255
mani_css_bounty_ct_blue 255
mani_css_bounty_ct_alpha 255

// Sets the colour a player should turn into when a bounty is on them when
// playing as T
mani_css_bounty_t_red 255
mani_css_bounty_t_green 255
mani_css_bounty_t_blue 255
mani_css_bounty_t_alpha 255

Max Value for each colour is 255 and minimum is 0.
