normally the game is running in the RAM of the server and the cpu is calculating the game. normally the HDD is used everytime because of writing logs e.g. if the hdd is damage i think there could be Problems because of interrups.

writing to HDD is asynchronous due to the cache. so a damaged HDD will still not directly affect the srds/hlds. It might affect the whole system, but you would notice that also elsewhere... (e.g. copying data is slow, occasional crashes, ...). It's very unlikely that bad FPS are caused by a bad HDD.

Hi sorry for off topic this one Linux distribution test Flavors?
Powered by 100 Hz but not stable fps with more than 32 users, processor Xeon 5500 3 GHz 8 GB ram.
What to do?
