Server Freeze when people Join.

Hey guys so this is a problem that in my view in unacceptable. I am running the following.

Intel Core 2 9505 Quad 2.82ghz
8 Gigs DDR2 800
2x 500gig Sata II (no raid)
100 mbps connection
Windows 2008 Server R2

Now i use TCAdmin and everything so far is setup like normal. All priorities are notmal but the problem i am having is say im on the surf server. 3 people in the server and 3 people will all join at once and the server will freeze for 1 second and u feel like u just got lagged back about a second. Now i have tested the connect on the server and getting good speed plus no packet loss.

My current bandwidth settings for the CSS servers are. I am only running 1 test server 20 slots. 100 Tick.

Have you tried to look at the CPU-load when people are joining?

Make sure the server is installed right. There might be a missing file or two. Try running the updater with the verify command.

checked both of ur ideas and turned up nothing. CPU remains at 1% with the test server and yeah verification was good. I am lost

This seems very strange... But shouldn't really worry me because its Windows Smile. Which plugins do you have installed?

Could be a network issue. I guess you are hosting in a data center?
