LAG on 1000FPS ant cpu 99.90!! HELP!

Hellow everyone.. I need help! My Server is:
OS - Debian [ linux ]
PS - 3 GB RAM , 3400 Xeon Processor , 100 Mbps upload/download net speed, Kernel with 1000FPS, 100 Tickrate.
Here is fragment from my server.cfg:
sv_maxrate 100000
sv_minrate 25000
sv_maxupdaterate 101
sv_minupdaterate 66
sv_mincmdrate 66
sv_maxcmdrate 101
I think this is all u need to know from there..

Problem is that when users reaches 8-10 online, begins lagg.. look at Server CPU, it reaches 99.90%.. there is no other processes running on that Server, only one CSS with 21 slots.
Can anyone help? Because I tryied everything.. and don't understand at all what is the problem..

You can ignore the 99.90% as stats isn't exactly something to be trusted for CPU usage. Check top or htop.

Also, i generally find i only get a 99.90% reading in stats if i have TV active, im going to presume its on and id first advise removing it and testing it out.

top is the same.. CPU usage are jumping.. main thing is that when CPU is 99,90% then is lag on server..

Diasble energy saving features If they are on. Remove all plugins/addons one of them is going probably mad. Also try going with fps_max 500 with such an old cpu.
Kernel with 1000FPS Do you mean you set it to 1000Hz?

CPU isn't old.. I think that for One 21 slots CSS server this CPU should be really enought.. I tryed to remove all plugins.. and this didn't helped.. But i don't know how to disable energy saving features.. But i think that after Server Restart ( init 6 ) lag should be gone, but it isn't..
And Yes, i set 1000Hz and Optimized Kernel by vikipedija.

It is Old... And if its singlecore, you have a problem

Single core has nothing to do with it.
A plugin or something is causing issues. A 2 slot server should not take up that much power.

1,000 FPS, c'mon. I set my server down to 100 fps, reduces lag and cpu usage. You really don't need 1,000 fps. Be real.
My server's specs...
Gateway 310s Desktop
intel p4 2.66GHz
512 MB pc2700
Seagate Barracuda 30.6 GB ATA/IDE 133
Ubuntu 9.10 desktop edition. (that's what I had at the moment, and felt like using)
The system runs beautifully.

It runs hl2dm with an RP mod, and 32 player slots. cpu usage is averaging around 20%, including the webserver software, teamspeak 3 server and the ssh server software.

These are my fps results...
fps_max = 500 | my ping = 61 (ON THE SAME NETWORK THAT THE SERVER IS ON)
fps_max = 100 | my ping = 14 (Again, ON THE SAME NETWORK THAT THE SERVER IS ON)
fps_max = 50 | my ping = 6
347 |\/|`/ 1337

then your server has probably some problem. I would expect a P4 2.66 GHz not to be sufficient to hold 1000 fps steady. in reality (on machines that can actually handle 1000 fps etc.) you should not observe any change of ping in scoreboard or netgraph. only the rcon status (not even the local status at client console!) shows the difference in ping between 1000 and 100 fps (it's slightly below 5ms, just like the theory predicts). good players can notice the difference, but for public servers 100 fps might well be ok.

older P4's have large pipeline queue depths, plus a "int + iret" instruction is about 10 times slower than a comparable AMD processor from that time.

This depends on if he has other processes running, so it COULD be a problem

I've had a problem like this before. Is there anything else running on the box? like a LAMPP server? What plugins do you have running for the server? Also try lowering the rates a little and changing the priority for the cpu in it. Also check the process's that are running to make sure that srcds isn't restarting itself every time it crash's. Update any software + restart your server. That alone might fix stuff too.
