This is a know (at least to myself) as a bug. As long as your server is set to sv_lan 0, your server is NOT a LAN server despite this message claiming it is.

...A bug? I think not.

is the description.. It's saying what happens when that is set/on/1..
As well, it does not show up in the master server Internet list, though it will show up on favorites I believe. (for some pointless reason)

First off, we are talking about sv_lan 0
When set to 0, it's technically a public server (wan, if you will). So that message is incorrect, it is NOT a LAN server.

However, I've hosted several different servers set to sv_lan 1 in which people were able to publicly join.

Also, that IP range depends on your network. sv_lan 1 is suppose to restrict access only to your subnet, not just internal IPs. However, as Dro stated, this doesn't work very well.

Maybe offtopic, but when i were mapping and then tried to run the map, i ran it with sv_lan 1 enabled. But somehow, a dude joined my server (didnt know who he was), so sv_lan still has its bugs..

The message is NOT incorrect. The message is a DESCRIPTION in the HELP.
"help sv_lan" will show the same thing.
The message does NOT change! It says what happens when the cvar is ON.
0 = off. 1 = on.
What you're saying makes the implication that the description changes when you modify the cvar state.
That is incorrect. Again, the description does NOT change at all (irrelevant as to what a cvar is set to.)

And yes, sv_lan does not always work, but on some games it does; Garry's mod is one of them.

sv_cheats for instance: if the description was "Enables cheats":
'sv_cheats 1' would mean cheats is Enabled
'sv_cheats 0' would mean cheats is Not Enabled
