I had an issue with the mapcycle not rotating on my dod source. To fix the issue I copied the maplist.txt to mapcycle.txt and now it works. Just thought I'd share the fix if anyone else was having the issue.

Hi,
I am having this problem too - my server is stuck on avalanche!
Here is what I am starting the server with;
srcds.exe -console -game dod +ip 217.146.93.32 +port 27045 +map dod_avalanche -maxplayers 24 +servercfgfile server.cfg +mapcyclefile mapcycle.txt +fps_max 500 -tickrate 66 -autoupdate
This is run from Firedaemon.
My mapcycle.txt is in \dod\
My server.cfg is in \dod\cfg\
Also, I have start.cfg and game.cfg in \dod\cfg\ - Is it okay to leave these here?

"+servercfgfile server.cfg +mapcyclefile mapcycle.txt " all that you don't really need, thats default. and do you have a mapcycle.txt file? and also you have to specify some sory of timelimit or round limit or something, not sure i have never playd dod, but that just makes sence ya know.
and yes the mapcycle should be in the dod root, and any addition cfg files can be in there, but only the autoexec.cfg and server.cfg file will automatically be used, to exec any other cfg file you have to add the line "exec cfgfilehere.cfg" in either the autoexec.cfg or the server.cfg.

Add this to your server.cfg
mapcyclefile "mapcycle.txt"
Create a txt file in your dod folder called mapcycle.txt.
Add your maps to the mapcycle.txt. Restart your server and your good to go.
The default map file IS NOT mapcycle.txt, hence the need to add it to your server.cfg.
