[Resolved] changing client ports via the shortcout or properties

Good evening all, their was a post a while back which detailed this but I cant find it. so here's the situation- and please spare the sever on the same box as client I only use this to idle tf2. I need to change the tf2 client connect ports due to the conflict with srcds tf2 server. what is the commands which binds a port on the client properties
windows 7 64 bit on a nvidia 680i
