SRCDS - Counter-Strike: Source Server Connections or Connection Bug. (Please Help)

Hello, i think my portforwarding is going well but one problem.
Question 1. When i run my server then i cant connect to any server keep saying "Connection failed after 4 retries.", when i shut down the server and connect to a server then it works, when im in a server and then turn my up and then in the courner says "WARNING; Connection Problem."
I think its cause of the GIGABITE of my internet, it is 66,98BG of 70,00BG

Question 2. When i finished portforwarding and went to the turorial at "Half-Life 2 Steam Server" and it works for Many people when i tell people to check if my server is online i named the server "Testing Server" and he was checking then the server came up as his server and the second time then it came my server "Testing Server" when i do it it comes only "Server Not Responding." only can see it responding from my static ip not external.

I'm gonna wait untill next month (1st. January) and see if everything is going to work out.
P.S. What is the site to check out if the server if its online checkme.com checkmeout.com i forgot it :/

Question 1: In your startup line for CSS, add +hostport 27006

Question 2: You can't see or connect to your server using your external IP. You must use your internal. However, GameTracker can see it because it is external. And also, its http://www.canyouseeme.org/
