Error in the engine

It is admits valve has problems with the engine. Thus it comes that the FPS is not constant and one gets drops again and again.
Is it to be selected possible the code of the hlds_i686?
Can the problem be solved there at all?

What for possibilities gives it still? I get stable FPS however only with wrong timer, which I would not like.

I need stable FPS and a constant functioning timer.
