Prevent SourceTV from joining

I am currently using this as my startup command:

taskset -c 3 ./srcds_run -game cstrike -ip xxx.xxx.xxx.xxx -port 27015 -maxplayers 11 -tvdisable -tickrate 100 +fps_max 0 +map de_dust2 +servercfgfile server.cfg -autoupdate -secure

But when the person puts tv_enable 1 inside the server.cfg, SourceTV still comes into the game. How can I prevent them from adding SourceTV?

Remove tv_enable 1 from server.cfg, and in the startup line +tv_enable 0.

Try the above but if you wan't to take it to full lock down try using:
-nohltv
-tvdisable

and in the command line put
"+tv_enable 0 +alias "tv_enable" "say SourceTV Disabled"

It's simply -nohltv in the start parameter. -tvdisable did nothing for me
