I can't get over 100fps on my server

I'm running a server on windows 7 64bit and i have tried fps boosters changing my fps_max to 1000 and to 0 but it wont go past 100 no matter what. when i ran my server on vista i got 1000fps but i cant get this serve to run over 100 any help would be appreciated.

Windows 7 64bit
Q6600 3.2ghz
4gb RAM

Here is my command line.

-console -game cstrike +map de_dust2 +maxplayers 12 -tickrate 100 -pingboost 3 +fps_max 1000

I also have HPET enabled in the bios. have even tried just opening WMP but that doesn't help either.

What other things are running on the server? Are you running the game on the same computer while you run the server?

No, its +fps_max 0.

No im not playin on the same machine and i even tried fps_max 0 still didnt do anything.

only other thing i have on the server is zblock.

Please try adding these lines to your server.cfg and see if it helps:

My friend and I helped him in our Ventrilo.

The fix is to get the High Res. Timer running higher than what it is on default on Windows 7 64-bit

Just get this old tool called srcdsfpsboost.

It's a small .exe and it works for me.
