TF2 Dedicated server issues

I have been trying to start a dedicated server for several hours now, and I ended up copying a server.cfg file and modifying it to meet what I wanted. But it kept giving me the error "exec: couldn't exec ctf_2fort.cfg". I tried with the littlest I could put in the server.cfg file. Same thing. Research has said that the first error ("Particles: Missing 'particles/error.pcf'") is common and can be ignored. Also the error "Unknown command "r_decal_cullsize"" appears, the command seems to be from valve.rc in the cfg directory.
Any and all help would be greatly appreciated.

Processor: AMD Athlon Dual Core 4850e 2.51 GHz
Ram: 2GB
Game(s): Team Fortress 2

The output I get is:

Then why does it just say "server is not responding" when I try to connect over the lan from another computer?

You probably didn't set a static IP to your computer, or you didn't port forward, or you didn't declare the IP of the game server if your computer has multiple IPs / connections, Or all of the above.

Are you connecting via the local IP? Are you set the firewall correctly?

I'm not connecting to the local IP, I set up port triggering, which from the description on the router set up page sounds like the same thing, but it goes to the right computer even if it's IP changes, I don't think I declared the IP of the game server though. How would one do that?

Check your DHCP pool and find an IP that is out of the pool and then assign it to your computer from network connections.
I can do all this for you via team viewer if you like.

How would that declare the IP of the server though? Wouldn't that just make the computer have a static IP?

Yes, just set a static IP. Tell the computer and your router to only use the IP you set.

Network Connections -> Local Area Connection (whatever one you're using) -> Properties -> Internet Protocol Verison 4 -> Properties

Check boxes use the folllowing IP, and use the following DNS servers and then type in your routers information. Make sure its correct else you will knock your self off the internet until you check the boxes obtain an IP address automactically and as well for the DNS servers Toungue

I have only changed it via GUI, I'm not sure about the ipfconfig

You can use those, but whenever you reboot your computer, your IP my change requiring you to change the port forwarding. If you are on the LAN, you will not be able to access the server via the External IP for many reasons. You would need someone else to check.

What i was wondering if I used the things specified from ipconfig for the static ip, if that would work. On a completely unrelated note, sentience structure has become annoying.

No, you should set your static IP to something higher then normal. Something like 50 or higher. I finally got my router to give my mac address a static IP (I had stupid issues with my Dlink).

Mine was a pain, but I had to address an IP outside of the pool in order for mine to work correctly.
