Help with 2 issues/problems

Server OS: Windows XP Professional 32bit
Processor: Pentium D 930 dual core with hyperthreading, shows up as 4 cores.
Ram: 2,5 GB
Game(s): garrysmod
Start Up Command: C:\HLServer\orangebox\srcds.exe /high /wait -console -game garrysmod +map gm_ps_hugeflatconstruct_svn -maxplayers 16 -autoupdate
Admin Mods: ASSmod
Port UDP and TCP 27015 opened
sv_region 3
computer is made only for the server so nothing else runs on it.

hello srcds forum,
I've been trying to set up my dedicated server for gmod and i've got some problems. When i start my server it shows up in the server list of gmod, but after 20~30 seconds it dissapears. I can counter it by doing the heartbeat command, however, i cant be on my server 24/7 so if i dont do that command every minute nobody can join.
I have another problem. When i try to join my server via the internet i get timed out 5 seconds after i join. my friends never get timed out and whenever i join it locally it does not happen

You have to join via the local IP. The external IP wont work for several reasons.

Can you post your server.cfg? Maybe something is messing with your heartbeat?

why is it that nobody is replying anymore. I really need help on that heartbeat 'bug'.

I'm not seeing anything. Can others see your server, not yourself?
Is the server hosted locally?
Try removing the maxplayer and sv_lan lines...
