allowing a connection is not forwarding ports. you can't actually disable your router, unless using the modem directly from your server PC (e.g. by creating a PPPoE connection from there), but then this would be the only computer with internet access in your home.
make sure you actually forward the ports, not only open them in the firewall.

I think you have set the ports other way around.

Should be:
Any -> 27000-27050
Any -> 1200

Or try:
27000-27050 -> 27000-27050
1200 -> 1200

The CSS server should be running on 192.168.1.145 or I dont think the router is forwarding ports to the CSS server.

Any -> X will break hist port forwarding. That means that traffic on ANY port will be forwarded to the 27000 port range.

In that case some ports are marked as Any -> XX
Would they be causing problem?
