Low SRCDS FPS

I recently looked at the srcds fps in both the stats command and the green text at the top of the console. I am not sure why one is over 300 and the other is no higher than 25 ish. My fps_max is set to 1000, and my network settings are correct if that matters. I also notice a slight delay when I spawn things but I think it might be my internet. The server has an amd 4800+ and 3 gigs of ram, the net speed is fine, its getting about 7mb up with the server running. The server seems to be fine but I am not sure if there is something wrong with the fps.

Do you have an fps booster running? ex. Media player, srdsfpsbooster?

I am using the brainless booster. BrainLess Think it might be a fail one.
