Server 2008 can't get 1000FPS

With Windows Server 2008, and HPET enabled, I cannot get 1000fps on srcds. By default the server only gets 64fps, with fps booster it can go up to 512, but something is wrong because it should be running at 1000fps i believe. fps_max set to 0 but i have also tried fps_max 1000 and fps_max 900. Anyone have ideas or reasons?

Which CPU does your server have?

Processor: Intel® Core™2 Quad CPU Q9550 @ 2.83GHz (2 CPUs), ~3.0GHz
Memory: 1022MB RAM
Operating System: Windows Server® 2008 Standard (6.0, Build 6001) Service Pack 1
BIOS: Revision: 1.138

I have tried running it with a single core, and with all cores. Same thing with both, also i have set high priority.
