Look at maybe 24-48 slots per core. Make sure your OS is 64-bit to be able to utilize all 8gb of your RAM!

That processor...
is that 2 Xeons or a single dual-core processor?

Also, every game is different. TF2 users a LOT more power then CS:S

I would aim for a quad core, and something of newer Intel technology. ( Nehalems, Lynnfield ).

I have ran some CS:S servers off a box similar in spec's. I can't say for sure but my guess would be you can run about 30-45 slots per core. If you are trying to be cautious on your CPU usage you may consider going a little lower, but i believe running this many slots should work and not make the CPU work to hard. (It is also possible to go higher, its kinda a guess and check sorta thing)

Ive had Q8200 systems run at .6 amps. ( smaller power supplies ~300 watt )
