I've had this issue in multiple datacenters on different servers, all with windows server 2003. I have adjusted the TCP settings in the registry and still no go.
Essentially I have a 200-250KB/s limit per connection in upload speed. I have confirmed with my datacenter (Softlayer) that they do not throttle bandwidth. I have disabled QoS on windows server 2003 and no luck.
This is not really a SRCDS issue, but hopefully someone here has dealt with this problem.
Speedtest.net (The issue seems to be here as well, looks like ANY connection when it comes to upload)

Using a download manager I can max my home connection from the dedicated server (So 3000KB/s+). I really have no idea on whats wrong or how to solve this. If anyone can help thank you!.
