c:\srcds\srcds.exe -console -game cstrike +map de_dust2 -maxplayers 14 -ip 192.168.1.100 -port 27015 -tickrate 100 -autoupdate

still wont work.

c:\srcds\srcds.exe -console -game cstrike +map de_dust2 -maxplayers 14 +ip 192.168.1.100 -port 27015 -tickrate 100 -autoupdate

wont work either.

Try +ip *yourwanip*
If that fails, try adding a loopback adapter to your external IP. Don't know how it's relevent, but it fixes for me w/ a router.

Wanip is not the answer here, the server wont even start if you use it.

A loopback is probobably not the answer either, you must have a firewall you dont know about, or something. Try putting the server on DMZ and see if that fixes it.

put the server on dmz and still nothing. win2003server's firewall is off no antivirus. is there anything esle in win2003 server that might be blocking it?

You're missing some ports:

UDP: 1200 (used for friends service)
UDP: 27000 to 27015 inclusive
TCP: 27020 to 27050 inclusive
UDP: 27015 and 27020 (default HLDS, SRCDS and HLTV port)
TCP: 27015 (SRCDS Rcon port)
