The procedure entry point GetHSteamUser could not be located in dynamic link library

The procedure entry point GetHSteamUser could not be located in dynamic link library steam_api.dll.

What does this mean? All I know is my server wont start up, even on LAN!

My command line: C:\Recon\orangebox\srcds.exe -console -game Garrysmod +map gm_construct +maxplayers 4 -autoupdate

You steam_api.dll is missing or corrupt, delete it and run the update command from the hlds update tool
