[Resolved] Unable to use rcon commands (TF2 Server)

Just recently I have been having an issue with srcds and trying to use rcon commands as it comes up with an error
Socket connection failed <WSAEADDRNOTAVAIL>
Unable to connect to remote server <0.0.0.0:0>

my firewall is set to allow srcds as well I have ports forwarded to allow the server to be on the master list and it is on there. I tried to delete srcds and reinstall I get the same problem I use the config from this link

Yes I am running it and playing it runs fine it's an idle server so not much really going on although I have found one thing that causes it to crash but that's not my worry at the moment.

Server OS: Windows Vista Ultimate 32bit
Processor: Intel Core 2 Quad Q6600 @ 2.4GHz
Ram: 4GB
Game(s): TF2
Start Up Command: I use the basic start up command C:\srcds\orangebox\srcds.exe -console -game tf -hostport 27015 +maxplayers 24 +map achievement_idle_remix
Admin Mods: None

I just launched srcds and now I am not getting this error.

you need to specify the ip localhost, or 127.0.0.1 with rcon_address (the game tries to resolve the local ip)
