Alright I have a server at 100 tick which is stable and 500 fps, this is a counter-strike source server. The fps is so stable that it never goes lower than 512 and never goes higher. It is stuck on 512.

I used rcon stats, to figure this out.

The server is the only server on the box. No other servers.

Here is the box's specs.
