TF2 cfg turn off unlockable items ?

I want to turn off those item on my server (linux) cause it's new and full of noobs , those pros just not holding back anything when playing on our (noob's) server. My friends (who's build this server up with me) run out of fun after that. I'm aware those item not make a lot different, but just tell me how to turn it off, thanks.

I'm trying to find in config file but it's nothing, search through tyhe forums but not find out anything, if it's available some where, give me links to solution is a big help.

There might be a plugin for it.
As far as I know, there is no cvar to disable this.
