1000 FPS Guid Any One?

I have looked all over the web and can not seem how to get 1000 FPS on a tf2 windows server can i get some help?

So after i enable that i start up my server and boom it is 1000 fps

You can't use windows 2008 if you are running game servers. Read microsofts AUP.
