i'm hosting on a Dedi server... and my cmdrate and updaterate are staying at 33...
What do i DO!??

Add -tickrate 100 to your start up line.(Even that you have, just be sure to make it right)

And make sure you client rates are set okay.

Client is okay, and also the Startup Line is just fine...
though... still i partially fixed it...
one of the rates shown went up to 100.6

though the other one (the lower one) is stuck on 60/65.6

please help me out here

sv_maxcmdrate 100 in server.cfg

What's the servers FPS? If it is a 64FPS, there is your problem.
