Ok so my problem is i cant seem to get other people on my gmod server but i can play fine.

iam not connected through a router at all so there is no need for me to port forward.

so how come it dont work?

You are connected through a router. 192.168.*.* are all local IPs. Your modem is most likely acting as a router and you DO need to forward your ports.

You should be able to access your router by go to 192.168.2.1

i go here and i looked in everything found nothing about port forwarding

Look here at the red marks.

Just write into the first two feilds.
portforwarding Wrote:27000 - 27050 - INTERNAL IP
1200 - 1200 INTERNAL IP.

It opens both TCP and UDP.
