Public players problem connecting to server...I guess

Ok I've got 2 tf2 servers running on a dedicated box. I'm not sure of
the version of windows on the server. Anyway, my problem seems to be that people are connecting to the server like clicking to join the server but they never fully connect. Like go into spectate or wait to play the game. I don't know what kind of error they are getting if any but it's like they aren't loading the server all the way.

Any ideas?

Oh and I'm running sourcemod and metamod.

And the first 4 hours i had it up it was full. 32 of 32 And now it's hard to
get
it to 20 people. Thoughts appreciated on this as well.

Nothing wrong with you, might be that your server is not updated if sourcemod is working.

Also remember, right after a big update, a LOT of people are in-game on TF2. Now that the hype has settled, its hard to maintain a constant player base.
