error while launching gmod 9

i installed gmod 9 today, and when i launch it, it goes to the starting screen, where it shows the 2 paint cans and the wrench, but then it quits the game and this shows up:

1.Reinstall
2.Is Steam Runnig? Is Hl2 Installed you need both.
