Don't use the steam versions. They are generally old or broken.
Use the hldsupdatetool.

First off you will need to navigate to the orangebox folder, of srcds, that would be "cd C:\srcds\orangebox" also you will need to know the command line of srcds as you can't do "/?"

First off, uninstall steam. There is no reason to have steam installed on a server.
Is the server installed via hldsupdatetool? If so, you can start the server with a command or bat script. HOWEVER, you need to define the game and size and map in order for the server to start.

OK I AM RUNNING THE HLDSUPDATETOOL. I AM RUNNING THE GAME WITH THE CORRECT SETTINGS (map, game, size). AND I WILL NOT RUN.

Isn't it like that for standard? As my username is "Administrator".

Not in vista/win7. You need to run as admin.
