Is this rate settings good for my 40 slot server ?

I have 33 tick
i have a lot bandwidth like 25 mbit/s but i'm not sure for : sv_minrate 18000 sv_maxrate 25000 some expirienced players said that my rates are not good configured .... could you give me the best settings for 33 tick ?

Those rates there are just fine.
If you have 25mbit upload. Or how much upload do you actually have?

i have 25 mbit international upload ,the host is pretty good ... so my settings are ok ?

Yes they should be fine. If you want, you can easy upgrade the sv_maxrate to 30000. Do it only if you have unlimited bandwidth.
it is unlimited ,and what will sv_maxrate to 30000 do ?

It will prevent the worst case of users getting chokes if there is alot of action at a speciel given time.

just to let you know that we still get choke on the zombie server
 should i go more than 30000 ?
As long as your brandwidth can handle it. But! 33TICK is not recommend in any circumstances(in my opinion), as it really are bad!
Try go for 66TICK, that would make a remarkable difference immediately after changing.
