I used my SRCDS last night and it was working well 512FPS etc. I wanted to have a scrim (CSS) and its been like 12 hours since I opened SRCDS now the FPS is at 128!? I am getting off so maybe when I turn my PC back on tomorrow, may be it will be back tomorrow? Just needed a reboot?
And also, some players on my server get high pings up to the 100's time-to-time.
ISP:Rogers (I live in Canada)
It's also a 100 tick, 10 slot server.

Set +fps_max 0 in your startup line, run a srcds fps booster or keep windows media player running in the backround

Well for pings, it really depends where the players on your server are located.

tbh it should run at 500 FPS every time you have the server up and something to boost the fps(like windows media player). Like pengy said put fps_max 0 in cmd line also make sure u did not put something in the server.cfg like fps_max 100 because the server.cfg is executed after the cmd line it will automatically overrite it.
However for the ping issue... My guess is this server is being run on residential cable? Cable + Upload = Junk. Cable is like a river, data going down the river is fast as hell, data flowing upstream is well.. its hard to go up the stream.
