Cant install the TF2 server

Hello, I want to install a TF2 server, so i do as the main srcds.com tutorial..
I did in CMD

cd \srcds
hldsupdatetool

then.. itl update the hlds.. so then after that I need to

hldsupdatetool -command update -game "tf" -dir C:\srcds

so where do i put it??
I did it in the CMD after i did "hldsupdatetool" and then Ctrl+C, and in a bat file ..
and what it did it updated the hldsupdatetool and said Downloading ... (each ~10-30 seconds it added a "." untill about 9 "." i think)
and then it said that there is no installation record (after 10 minutes..)
and then we waited for about 2 hourse and it didn't say something new...

then we tried to install the hldsupdatetool in c:\tf2server -didn't work..

(Yea I did install in C:\srcds the hldsupdatetool)


any way!!!! HELP, we finaly got a fast internet so we want to open our server :-(

And just wait with the "No installation record found at....", it will come!
