Give us some more information...
Tells us what you have done and what not. As it should work and if it doesn't, your fault. 
Go to http://www.mani-admin-plugin.com/isias/documentation/
Browse on left site to General Configuration -> GC-actionsoundlist.txt Follow those steps. If all else fails, try converting the sound file to: MPEG-1 layer 3 128kbit 44100Hz Stereo If that fails again, we can go from there... EDIT: When he says "Are they being downloaded to the client" he means when you connect to your server do you see the file name and the bar below it increasing to the right? If not you may have already downloaded it, or its not downloading... Browse into your local cstrike folder and see if its where it should be according to where you placed it to be downloaded on your server.
