professional server.cfg Counter-Strike: Source

Hi all.
Please help me write a professional server.cfg for Clan Wars and professional tournaments in the game Counter-Strike: Source.
My SRCDS operates at 1000 fps and tickrate 100. Plugin zBlock 4.2, Windows Server 2008 64bit.

I think Militant means a CAL, CPL or other league-quality config file. As both CPL and CAL are pretty much gone from the scene, all config files released for Source and 1.6 are gone, unless someone has copies of them somewhere.
