check if your explorer shows file extensions [TOOLS -directory options (something like that)]. I had this problem in fact, i created a server.cfg file but in fact, it was server.cfg.txt, and wasn't recognized by CSS. So be sure you don't have the same error.

Check the permissions on your server.cfg and if it is windows please make sure that your global folder options are set to show extensions because like Thor said you may have server.cfg.txt but please check your permissions too!
