Winsock Error 10060

I keep getting the Winsock Error 10060 over and over again. It does not retry after this error either. I have to keep trying manually over and over. I have no ports blocked on my server. Is this an issue with steam?

Could be a problem with Steam. Try close Steam and run the update agian.

I had actually tried to install Steam on Windows Server 2008 and I got an error when I tried to run it. So I am just using the HldsUpdateTool.exe. I am still unable to update the server. I just get the same error.

EDIT: I found the problem. My hosting provider had left a firewall rule on that blocked all traffic except for HTTP and FTP.
