First try at a server, it doesn't show up in list [RESOLVED]

Server OS: Windows 7 32 bit
Processor: Intel P4 Northwood @ 2.8ghz (no HT)
Ram: 1GB.
Game(s): Counter-Strike: Source
Start Up Command: srcds.exe -console -game cstrike -port 27015 -tickrate 33 -maxplayers 16 +map de_dust2
Admin Mods: none

Okay, so I followed the tutorial here: http://planethalflife.gamespy.com/View.php?view=HL2Guides.Detail&id=4&game=3#configuration. It was great, easy to follow, everything moved along as it showed. I have everything set up as it should be: server has no errors (except the material error which the tut says is fine) and connects to steam servers successfully, port forwarding is all set up, I'm using my external ip, software and hardware firewalls off, but the server does not show up. What's next in the line of troubleshooting?

You will always see the server on your LAN. Have someone else check if they can see it on the internet.

Please do not PM me for server related help

I had a friend check it, it doesn't show up. I usually check gametiger each time I edit something to try to get it working. I'm getting nothing.

EDIT: Checked on my LAN & it shows up. So, does that mean it has to be a router/firewall issue?

EDIT: After joining the server by entering the internal IP while on the LAN, the server appeared in the list under the external IP as well. I had my friend check it again and he was able to find it as well.
