Only let authorised player on a server

Hi, This is my first post because I have done some internet trawling and come unstuck.

Is there anyway of limiting the players who play on an srcds server, specifically tf2.

The obvious is a password, yet say I had a paid for server and a free server, the password could be spread to players who hadn't paid.

Is there any way to ban all steam ids, and then on the whitelist have the steam id's of the people who'd paid, so even if others did get through the password, they'd automatically be kicked?

If you can do a script for Eventscripts, you'll be able to only let people from a specified list connect.
