Since this is Windows...
What about your Windows Firewall. I haven't hosted from home for awhile, but I recall, that you'll get prompted to BLOCK or UNBLOCK srcds.exe, if you want the firewall on.
You can easily test by just turning OFF windows firewall.
For your router, earlier on your Screenshots you had the same IP address have port forwards duplicated, when it was BitTorrent.
When you found the built-in port forwarding for CSS, which looked correct to me, did you STILL have duplicate IP listed? Idk if it matters really, but it doesn't makes sense duplicating things.
