Two Part Question

First and foremost is it possible to limit the talk time with the persons mic while in game, we have a lot of voice spamming and its really annoying.

Secondly I have a melee script that I use sm_meleemode_enable 1 and 0 to turn it off, how do I only enable this script for the first round of the match as we typically do that round as melee. Thanks

To the first one, what game are you running? I've seen a script for this in Eventscripts 2.0.
