Hmm if you have another PC available, a dedicated computer try run the server on there. Since I believe the problem might be the protocol programs you are running.

Yes. I don't know what programs you are running, they might have an influence on the ports.

Well by dedicated I mean:

No Steam on.
No MSN.
No other programs, except from the srcds.exe program and then the critical programs for security, configurated correctly.
